In 2011, attorney Ted Doran was appointed as chair of the Halifax Area Advertising Agency (HAAA), the regional board in charge of bringing tourists into the Daytona Beach area, which stretches from Ormond by the Sea to Ponce Inlet. During his tenure as board chair, Ted Doran oversaw the hiring of Jeffrey Hertz, the CEO of the Daytona Beach Area Convention and Visitors Bureau.

Mr. Doran’s original appointment to the board came from County Councilwoman Joyce Cusack, who appointed him in an effort to bring more transparency to the operating of the HAAA. As a local attorney, Mr. Doran was a unique voice on the board. He did not have a vested interest in hotel properties, but his position as a small business owner in the area drove his desire to see the HAAA governed correctly.

The HAAA collects a 3 percent tax on overnight accommodations, which is used to promote the area’s tourism offerings. In addition, the HAAA collects an additional 3 percent tax known as the Tourist Development Tax, which is used to fund the Ocean Center, a convention center in Daytona Beach.
